It is time to elect an accountant into the Assembly from District 20
Stan Vaughan proposes the following solutions:
- Enact meaningful spending controls to protect taxpayers
- Clarify the goals and metrics for performance-based budgeting
- Create a charter agency framework whereby Agency directors who opt in sign performance contracts
- Extend a mandate and sufficient funding to the state controller to conduct performance audits
- Give the state controller explicit authority to conduct performance audits
- Incorporate a competitive bidding process into the performance-based budgeting method
- Pursue tax reform on a revenue-neutral basis
- Expand the sales tax base while simultaneously lowering the statewide sales tax rate to 3.5 percent
- Repeal commerce tax and abandon gross receipt taxes
- Eliminate film tax credit
- Do not create a state-run lottery as it is a highly regressive form of taxation on individuals at the bottom of the income scale
- Ensure online checkbook is developed
- Enact strict penalties for officials who withhold public financial data
- Require PERS to incorporate a market-based accounting approach
- Change composition of PERS board
- Restructure pension benefits around a Utah style hybrid system
- Require local government employees to make personal contributions toward their retirement as intended
- Make required Other Post Employment Benefit payments
- Reduce construction costs by repealing prevailing wage requirements
- Enact a municipal bankruptcy statute
- Maintain current per pupil spending levels as being appropriate
- Build on reforms enacted in 2011 and 2015
- Maintain Education Savings Accounts
- Create a parent trigger transforming failing traditional schools into charter schools if a majority of parents petition
- Create a charter school incubator
- Encourage systematic integration of vocational training into the educational curricula
- Allow prospective teachers to test out of coursework requirements
- Recognize teaching credentials earned in any other State
- Implement longitudinal data tracking system
- Reward top 10 percent of teachers with merit pay
- Experiment with flipped classroom model at low performing schools
- Require students to take at least one online course for graduation
- Create an incentive program to reward students for productive behaviors in education
- Eliminate class size reduction program
- Eliminate full day kindergarten and divert funds to more cost effective educational programs
- Do not implement universal early education
- Phase out premium pay for advanced degrees in non-content fields
- Limit availability of leave time provisions
- Offer bonuses for perfect attendance at work
- Require teachers to call principal prior to any absence
- Restrict school district spending on administrators, private consultants and other outside-the-classroom expenses
- Fund students not institutions
- Allow regents to set and keep tuition rates
- Eliminate general fund subsidies
- Eliminate low eligibility threshold and instead require genuine competition for originally available funds
- Amend state constitution to repeal the Nevada minimum wage law
- Repeal Nevada’s prevailing wage laws
- Remove the powers of compulsion enjoyed by union leaders
- Pass a Public Employee Bargaining Transparency Act
- Phase out longevity pay within local governments
- Give local government administrators more flexibility by easing mandates for collective bargaining
- Allow workers to periodically vote on their representation
- Remove exclusive bargaining agent language from Nevada law and allow workers to select representation of their choosing
- Repeal conclusive presumption provisions
- Cap manifestation period to five years
- Discontinue immediately the CLS exemption
- Clarify and restrict the Economic Development Board
- Clear the path for entrepreneurs
- Repeal SB 75
- Monitor effectiveness of the reform legislation to ensure its goals are met on Construction Defects
- Restrict occupational licensing to professions that meet a narrow definition for substantial risk of physical harm
- Limit availability of welfare
- Reserve prison space for violent and high-rate offenders
- Pass a Recidivism Reduction Act
- Pass a Community Corrections Performance Incentive Act
- Protect innocent third party property owners
- End police agencies’ profit incentive
- Repeal Renewable Portfolio Standard in its entirety
- Eliminate or delay coal divestment mandates
- Disallow construction of new generating capacity unless NV Energy can demonstrate it is the most cost-effective means of acquiring power
- Install High-Occupancy Toll (HOT) lanes to parallel congested urban interstates
- Pass a Community Transportation Corporation Act
- Streamline operations at the Department of Transportation
- Pass legislation to systematically evaluate and respond to federal actions
- If Congress fails to comply with SJR 1 Nevada should pursue legal remedy to have public lands transferred to state
